Collaboration on International ICT Policy for East and Southern Africa (CIPESA) is dedicated to promoting effective and inclusive ICT policy across Africa. Established in 2004, CIPESA operates with the goal of enabling policymakers to understand critical ICT policy issues and empowering stakeholders to leverage ICT for improved governance and livelihoods, with a special focus on the media.

CIPESA addresses its mission through four interconnected thematic areas: promoting online freedom, advancing ICT for democracy and civic participation, advocating for open data and the right to information, and contributing to internet governance discussions at national, regional, and global levels.
