Founded in 2008 by a collective of business leaders and professionals, HKSEF operates as a membership-based organization, committed to creating a dynamic civic movement centered around social entrepreneurship. Since its inception, the Hong Kong Social Entrepreneurship Forum has actively championed social entrepreneurship, with many members independently launching social ventures to tackle critical social challenges. These proactive members have become passionate advocates for social entrepreneurship and social innovation. They design and deliver comprehensive training and incubation programs, conduct university courses, and contribute extensively to print and online media, including publishing over 15 books on the subject.

The Hong Kong Social Entrepreneurship Forum has consistently supported the annual Social Enterprise Summit, playing a key role from its very beginning.
